Requirements
Job role
Under the overall supervision of the Head of Sub-Office (HSO) Istanbul, the direct supervision of the Senior Resource Management Officer (SRMO), the incumbent will be responsible for coordinating the accounting, budgetary, reporting and financial functions of IOM Istanbul.
Major Duties and Responsibilities:
In close coordination with the HSO and SRMO, review and coordinate the administrative, and financial management for all activities managed by IOM Istanbul.
Provide financial oversight for IOM Istanbul projects, monitor budget control processes, analyze budgetary allocations, and conduct forward planning, identify and recommend course of actions.
Assist SRMO to ensure compliance with IOM’s financial policies and procedures, travel and procurement policies, and donor regulations, ensuring that proper internal controls are in place to mitigate the risks of fraud, waste and abuse, and suggest corrective measures.
Review reasonableness and confirm the budget availability of Travel Authorization (TA) and Purchase Requisition (PR) up to a defined threshold.
Verify Request for Payment (RFP), confirm funding availability and ensuring that supporting documents are accurate and complete in accordance with IOM financial rules and procedures and donor expenditure eligibility criteria.
Provide monthly forecasts of cashflows for all IOM Istanbul projects, duly informing IOM Ankara on timely basis.
Undertake quality control checks on the monthly accounts and review periodic monthly closures checklist before the closing of accounts, overseeing the Finance Assistants responsible for the timely recording of financial transactions in PRISM.
Support the preparation of budgets for new projects, donor financial reports and other internal managerial reports in accordance with IOM regulations and established procedures.
Supervise and train the finance staff in relevant areas of finance, budget, reporting administration and compliance to IOM policies and procedures.
Suggest and implement appropriate internal and access control measures for payments, and financial documentation/ confidential electronic files; recommend adjustments to existing systems and procedures to improve efficiency and effectiveness.
